Povodom Dana Europe i Dana pobjede nad fašizmom, 11. svibnja 2026. u 10:30 sati (FFRI, dvorana 230), Centar za napredne studije jugoistočne Europe, Centar za studije mira i konflikata te Akademska inicijativa Rijeka organiziraju okrugli stol na temu:
EU okvirni program FP10: na kojim će se vrijednostima temeljiti budućnost europske znanosti?
U Europskoj komisiji i Europskom parlamentu trenutačno se vode intenzivne rasprave i pregovori o modelu financiranja istraživanja i inovacija u sljedećem Višegodišnjem financijskom okviru za razdoblje 2028.–2034., osobito kroz 10. okvirni program (FP10).
Hoće li FP10 ostati neovisan financijski instrument? Kako će biti pozicioniran u odnosu na sve veći naglasak na konkurentnost, suverenost i tzv. „dvostruku namjenu” – civilnu i vojnu? Što podrazumijeva sve učestaliji zahtjev za „usmjerenošću” istraživanja i inovacija? U tom okviru, kakav je položaj autonomije znanstvenog rada i načela „isključivog usmjerenja na civilne primjene” iz postojećeg regulativnog okvira?
Osobito je važno pitanje kakvo stajalište Republika Hrvatska zauzima u tim raspravama te na koji bi način konačni model FP10 mogao utjecati na rad, razvoj karijera i međunarodni položaj sustava istraživanja i inovacija u Hrvatskoj.

On the occasion of the Day of Europe and the Day of Victory against Fascism, on May 11, 2026 at 10:30 AM (FFRI, Room 230), the Centre for Advanced Studies of Southeast Europe, the Centre for Peace and Conflict Studies and the Academic Initiative Rijeka, are organising a panel on the topic:
EU Framework Programme FP10: What values will the future European science be based on?
Intensive discussions and negotiations are currently underway in the European Commission and the European Parliament on the research and innovation model in the next Multiannual Financial Framework for the period 2028–2034, particularly through the 10th Framework Programme for Research and Innovation (FP10).
Will FP10 remain an independent financial instrument? How will it be positioned in relation to the increasingly strong emphasis on competitiveness, sovereignty, and the so-called “dual use” – civil and military? What does the increasingly frequent demand for “directionality” of research and innovation entail? Within such a framework, where do the autonomy of scientific work and the principle of an “exclusive focus on civil applications” from the existing regulations stand?
A particularly important question is what position does Croatia take in these discussions, and how might the final FP10 model affect the work, career development, and international standing of the R&I system in Croatia.
