The Impact Of Judicial Reform And New Judicial Institutions In The Rule Of Law And EU Integration In Albania
Albania is currently implementing a comprehensive Justice Reform which started in July 2016 and reshaped the landscape of the institutions governing the justice sector. The process of implementing justice reform presents a number of challenges for the continuation of effective and timely implementation and delivering positive results based on the expectations set by this reform. Challenges affect little by little all the links of the reform, therefore the approach to them must be well coordinated. This research will look in the roots of the slow progress of the judicial reform in Albania, by analysing the laws and their implementation in practice, the cooperation, or lack thereof between responsible institutions, and provide strategic recommendations for the way out.It will include an analysis of the impact of the judicial reform on the rule of law and the justice system, by comparing it to other best practices in the EU and the Balkan countries. The aim of this research is to identify the changes that the ongoing justice reform is bringing to rule of law in Albania, how will it impact access to justice and fight against corruption, why is it progressing slowly and where is it leading to. The results of the research will provide a view on how Albanian judicial reform will be an example to follow (or not) for other Balkan counties towards their EU integration
